Local banks are the last in line to get paid if there's a commercial real estate default. Silicon Valley Bank was experiencing so much stress because its depositors were largely venture capitalists and people who were funded by venture capital. Less money flowing into venture capital meant less money being put on deposit at Silicon Valley Bank.
