The Architecture of the Nonproforation Treaty
Australia has a very proud history in respect of action in relation to nuclear disarmament. We sent observers to the conference in respect of that treaty. One of the issues though is we've got to make sure that there is universality in that treaty and that remains the real issue in respect of it. The Nonproforation Treaty has been pretty effective in limiting the growth of countries which have nuclear weapons. But right now the nuclear powers are not engaging in that treaty. There's about 10% of the nuclear weapons in the world today that they were at the height of the Cold War.
