In the 19 forties and fifties, it was believed totalitarianism said there is a new kind of dictatorship in the world. And so you as a republican, or you as te head of a corporation, you had o forestall the worst. Because if that was established and there were communist elements of the american labor movement, you could never get rid of it. So i'm not sure so much it's a safety valve. It's more the thinking is, we have to make this concession in order to preserve capitalism. Maybe we have to making concessions a bit larger than we would really like to make, but it's worth it."
