The competition for teachers is fierce. A district like Oakland has a hard time competing with suburban districts that perhaps pay more or have more community income or revenue. So you have a lot of urban teachers then moving to the suburbs, which creates more positions in Oakland and San Francisco because it's a hot job market for them.
