In the United States, we have laws about foreseeability, that is, foreseeable harm. So poverty is a foreseeable harm for an infant brain. There are certainly some kids who are more resilient than other kids. But all brains are harmed. And it also means that things like separating children from their caregivers under any circumstances or if the caregiver can't care for the child or is abusive to the child is just not justified.
