The game has a structure where you stay in the bell free instead of the Batcave. You go out on missions from the bell free and you get clues for crimes that are happening. When you stop the small ones, you get clues that lead to bigger crimes. And then it's like, go solve it. It would be more like, you know, turn on your AR vision, see a thing and then follow it.
