The result was hundreds of government-owned vessels being sold off at a fraction of their original cost by shippers who did renovation work on them. Author David Frum describes how one man made more money buying and selling these ships than he did in operating them.

When someone asked why he didn't put a grand piano aboard his ships, as Stavros Niarchos did, Ludwig snapped, "You can't carry oil in a grand piano."
