Today, most layer one blockchains do all three of those things. Most rollups that are running on top of Ethereum use it for data availability but then centralize both the sequencing and then the execution and proving. It's not clear that proving needs to be decentralized because once you've determined the ordering of transactions in the state machine, then anyone can submit a proof. The determination of who gets to be included and in what order shouldn't be centralized if you want to retain the original properties of blockchain.
