Some kind of physical intelligence, either human or non human. They could be artificially produced versions of some natural phenomenon like ball lightning. It's possible we do have such technology and it's highly classified. However, it's also possible that they are the product of somebody else's technology,. including extra terrestrials, time travellers, interdimensionals or others.
