Is E. Coli Agent T?

Is agents something that we can quickly define? Because my understanding of anything beyond the technical level of, say, like the book super intelligence is not something I have any grasp of. The lowest level would be something like a bacterium or potentially some of today's neural nets like some RL Agents. And then we also have more powerful kinds of agents that can do things like self reflection. It matters which generalizable insights you can get at a different level.
