Is the Nix Language a DevOps Joke?

The language is trying to be minimal so that, you know, it's kind of easy to learn. And I say that makes is like the JavaScript for DevOps because the language has some quirks. So was the language always there like from the beginning or did that come later? What was the history on that? As far as I know the language came together with the, with the package manager.
