Defining a Nation's Navy
98% of us trade is carried in ships belonging to foreign owners, often flying the flag ofa ird nation. How then does one define a nation's interest in that cargo or that ship, its crew or its owners? Especially when the biggest threat to such a dependency might be a trade embargo by foreign shippers. No navy can coerce shippers into moving goods they don't want to handle.
