Jean Chatsky: Credit card balances reached an all-time high of 986 billion nationally. She says the average debt that each American carries has also climbed to $5,800. The interest rate hikes that the Fed has said it will not be stopping any time soon make it a tough time and a pretty bad idea to take on more debt than you have to.
