The new chief of the general staff will be based in Moscow. The appointment is seen by some as an attempt to emulate Wagner's nimbleness. Peter Bergen says he doesn't buy it, and that Putin can sack whoever he wants with or without good reason. He thinks there may also be a change in the nature of the war between Russia and Ukraine.
