Myanmar's Constitution Is a Contract Between the Equals
The 2011-2021 period, during which the 2008 constitution came into effect, was defacto favoring the military. The National Defense and Security Council in Myanmar admitted that they actually cannot hold elections as they plan to do or as they announced this year. So this actually gives us a pretty good sense of how the situation actually is. There are no winners emerging, no clear winners emerging as of now, either in a political sense or on the battlefield itself.
