The Pitfalls of Propaganda Bureau
The idea is to try and blockade the Woodland Alliance. It takes too long to get your officers recruited at the base, moved out and put somewhere relevant where they're clearing sympathy. Two of your three paths are just being spread sympathy through organizing. And the other thing is just don't get blockaded. Do we all like that term? Maybe that could be like a new official. I'm a fan of your turn blockading the Woodland alliance. If you see that the other people are working against that, that's when you start trying to fish through the deck to find those cards that help you break through the block ades. Or look for that opportunity to lay a third base
