The Changes to the Case Examiner Stage
The case examiner is, as it were, the second filter stage in process. What happens is that if there's an allegation, they refer it to the case examiners. Case examiners don't actually make any finding of fact or substantive conclusions about what happened. They can try and agree undertakings with a practitioner - but these are usually rejected by practitioners. The idea is this is not going to be a negotiation between practitioner and case examiner. You're going to get an outcome, if you're a practitioner, which you can either accept or reject.
