Nuclear Refurbishment

The nuclear regulator is giving them a license till 2028. So, why isn't that the presumed lifetime of the facility? Why is there anything that would artificially cut that short? That didn't make sense to me either. But my understanding is that the licenses for kind of all operations of the plan are due at the end of 2023. At that point, we'll be able to jump on, you know, ordering the steam generators, ordering the new pressure tubes and really going gangbusters.
