I don't think you can say that the books of the New Testament were included because they were the best literature available. The problem with this kind of evaluation is that we are accustomed to reading Matthew, Mark, Luke, and John. If you found John, all of a sudden you'd say, oh God, this is weird. This is not like the story of Jesus. People don't believe me when I say that, but it's absolutely right.
