I used to think that it's just basically waffle. It's meaningless because as it exists, the dollar is a central bank digital currency. The vast majority of dollars are digital. What they mean effectively is the disintermediation of the banking system and giving everybody an account at the Federal Reserve. I don't have a crystal ball, so I don't know what the likelihood is of implementing something like this in the US. But many people think that it is something that would undermine Bitcoin.
