There were examples of where central government and local authorities were at odds with each other, not only about education. And so gradually issues like that reinforce the view that if you want to make a decision, you need to do it centrally on Monday to rather than invite. We just regret the passing of the influence of local authority. At the moment, local authorities have responsibility for things that are a mess that are painful and which local people find really frustrating. Local authorities become a buffer between people with problems and the government and without without the power to sort things out in many cases.
