Producer Michael Seligman decided he wanted everything scripted nearly the last minute, and made up all these cue cards. There's just an awful moment where they and Bill Moore had contacts in Russia, a Russian investigator so he arranged for Russians investigators who appear on the show. It seems that Farrell actually asks questions early, and so they might have filmed them. So as to whether that was filmed beforehand or not, that's a question.
