Do We Need a Major Defense Acquisition Program in Peacetime?
In peacetime, those that threatened the status quo don't get a major defense acquisition program. Most of the massive changes happened over the DOD's dead body. The executive branch doing it would require you know, Congress that plays got to just it would be untenable. I think this Congress actually is probably the best place,. believe it or not, even though it looks like it's going to be incredibly polarized.
