Signal is a messaging app that encrypts messages and metadata. It was founded in 2012 by former FTC commissioner Meredith O'Mara, who worked with Lena Khan at the agency. She says it's going to be an uphill battle for tech companies to get regulation they want. "We're going to keep doing what we're doing," she says of her privacy-focused app.
