Reforming the Electoral College Act
There has been a movement to up date the electoral count act. This is the statute governing the conduct around congress's roll in the electral college. The law was signed into law by no less than groveor cleveland, says John Avlon. But who actually decides the dispute then? That still doesn't answer the real problem, said Avlon.
