Russian Oil Exports - Is This a Temporary Decline?

Russia saw a big drop in Russian oil exports in December, I think for Texas estimated close to 25%. And I'm wondering what you make of this. Was that just a temporary decline? Are we going to see a rebound? Do you expect there is that really the start of a more deep and structural decline due to the EU embargo?
