If you have a billion dollars to spend and you choose to spend it on buying tanks and missiles for Ukraine to fight Russia, it means you no longer have that money to spend on those domestic priorities. It's designed to render taboo this connection so Americans don't know about it by accusing anyone who raises it up being a Kremlin propaganda.
