Is There a Prescriptive Method That Guarantees Progress?

The way we progress theoretically is very complicated. Is not the case that we can see facts driving that process as if they were somehow independent. Of theory or opinion or belief or cultural background, what the facts are are determined by, again, that conceptional scheme. And so we can't just say, you know, that there is just these given data that simply drives the process from its end. But it doesn't seem like even forlakatos's time, that super naive position. Anybody really thought that?
