The Double Contract Tradition of Hobbes
Tradition says that to build a state out of nature it has to come in two stages you can't do it all in one go. The social contract is going to be between the society and the political entity that will have the power. Hobbes needed for his own intellectual purposes because he had to get away from the possibility the lingering taint of that choice.
