Museums all started with aristocratic and royal collections of curiosities. In the 19th century, you have the development of enlightenment view of history as applied to European civilizations. The more advanced societies where duty bound to haul others up in some way or other. This is what this kind of museum was: exotic people who are very low down on the evolutionary ladder.
