The Importance of Chinese Industrial Policy

I want to ask you how you assess the efficacy of Chinese industrial policies. I realize this is a very general question but maybe you can cite some examples of where you think China has been relatively successful if there are any. The most success in technological capture at least as far as commercialized technologies are concerned has been in sectors where Chinese companies have been left largely to pursue their business according to the way they see fit. If we wanted to give specific examples then from the viewpoint of the global industry China's success in solar panels might not be seen as a success but rather as an overall negative for the global industry.
