The Congressional Leadership Fund and Club for Growth - It's a Big Deal, Right?

There's not a real legislative agenda that you can accomplish as a member of Congress anymore. They're only like four times in the last 20 years as Congress actually proposed and voted on a real budget. There is no coherence to the legislative process the way it was once understood. And so this is the kind of Congress you get when there's no one willing to assert institutional authority for the long-term interests of institutions like Congress or the Republican Party.
