Rioting

There's a very porous line between protesting and rioting. Riot is a great word to imply that the behavior the so-called rioters are exhibiting is disproportionate. One thing I love from that quote about the cops is that you know every other group in America had already rioted it. It's like if Judy were still around everyone would have been perfectly happy with the way they were being treated.
