There was something known as the helsinki cords with the soviet union and th united states, which were largely about regional security and preliperation. But there was what was called the third basket, which dealt with human rights. And i think at the timethough this was signd, i think administration the soviets believed that this was a great way to sort of high light the inequalities of the united states.
