OpenAI is letting others build apps that use chat GPT or GPT4 but other companies don't have access to the underlying model itself. Data is also a really essential input into machine learning systems because they're trained on data rather than a set of rules that's programmed in by people. But there could be situations where the AI system fails pretty catastrophically and militaries will have to take that into account.
