If you know to a mathematical certainty that the next president is going to appoint one or more justices, does it not become a central theme in the campaign? I think it may be inevitable because it's there already. One president who did not have any naturally occurring vacancies on the Supreme Court was Lyndon Johnson. He managed to finagle two justices off the court by pursuing them.
