Benedict says he wants a diocese that worships god with enthusiasmd otion and deep love. The pope's recent letter on the liturgy reflects, very much, in his own mind, neither an experimental progressivism, nor a repudiation of the reform of the liturgical called for by vatican too. Whatever one considers to be of highest value is what one worships. So sex and pleasure, money, power, worldly success, reputation, family, country, all of it becomes, for different people, in different ways, objects of worship.
