With collective action, it's like, i can either change people's orms so that i believe, ye, of course, paying my taxes is the right thing to do. And then if everyone believes that, you never have to use that punishment. You never have to enforce that law. So there's some arguments that say the most effective governments are the ones that can threaten punishment, but never have to used it,. Because they've just gotten people to obey. It can also be a very negative lightright? The other piece of this is the medium, as you said. A lot of political sciencists still don't agree about whether the media is like another branch of government
