How to Reform the House of Lords
Lords need to be properly behaved as well and have high standards. I would do much better pre-legislative scrutiny, scrutiny of the actual legislation in order to keep that tradition which is one that has served the British Constitution well. There are a lot of people who get there just then want to vote to stay there. So I think you can change it but you've got to be radical in how you start so that you end up with something that is reasonable... small enough to actually get on and do real work.
