Do You Hold the Individuals Liable?

In an experiment, 50% of people stopped when they were shocked to the point of death. This tells us something which is that human beings have a capacity to perform enormous acts of evil if you set the conditions right. If you make it hard for them to see how they participate in it, then you can keep the system going. And I suppose the question is under those conditions, do you hold individual actors liable?
