The Peruvian government's attempts to control the spread of the virus mirrored closely what was happening in Europe and elsewhere. But it failed completely to take account of differences in how the country's society is structured. The measures not only failed to stop the virus spreading to more remote parts of the country, but also stopped supplies of protective equipment from getting to where they were needed.
