Two very different cultures had emerged with very different views about how the central government was treating them. The Francophones felt very neglected. Many promises had not been kept about quality of education and quality of treatment. So one, the Francophones did not volunteer for military service whereas the Anglophones did it at a very high rate. And when conscription came up for a vote, the Francophile voted it down and the Anglophobic voted it up.
