It does seem like it's an open secret that these locations of tax avoidance exist. So when it comes to other countries are they just turning a blind eye to this? Do they want in some sense these havens to exist? This is a fascinating question and again I think I would warn against the functionalism that says it's necessary that it exists because it's needed. It exists because it serves the interests of extremely wealthy and influential people with very good lawyers.
