The World Health Organization Is Saying, Well, Some Countries Did Better Than Others, Right?

The World Health Organization is encouraging pharmaceuticals to work together and share technology so that each member state could make their own vaccines. But it's very loosely enforced in this language, unlike the surveillance language, which is not quite so loose. It sort of feels like everyone came out of the pandemic the same, whether they were strict or not strict lockdowns.
