Local leaders often pay personal visits to central ministries and try to secure meetings with ministry leaders or high level bureaucrats. The restaurants near the National Development and Reform Commission are very hard to book because of so many meetings taking place there. For localities that doesn't have these kind of political capitals or personal connections, they will also try to mobilize social resources which can help cities reach central leadership. But this strategy sometimes puts a significant amount of pressure on these two superiors.
