Is There a Difference Between Publics and Governments on Xinjiang?

Muslim majority states seem to be the least vocal about some of the human rights violations that are taking place in Xinjiang. Here in the UAE, I've read very few stories about Xinjiang. This is something that people here in the region, they have very serious security or stability issues right here at home. And when they look at something that's happening far away, they think this doesn't affect us. So why do it? All good points?
