Demersel existed well before the klionic dynasty. She is at least a thousand years older than the Galactic Empire. The show kind of like you know makes you think that way because they always say that she's unquestionably loyal to the Empire. But if you've paid attention in season one you can see where Demersel is at the bending if not breaking point of her different rules.
