What Happened to the MIC Leak?

At around 11.30 pm, December 2nd, workers in the methyl isocyanate structure noticed that their eyes had started to water. No one looked into the leak until after 12.40 AM once management had finished with their tea. The positions of second and third shift maintenance supervisor had been eliminated several days before the disaster. So there was actually no one on duty whose job it was to fix this stuff.
