Is There a Threshold?
Apple doesn't get the c-sam database because not only do they not want it, I'm quite sure, but it is illegal for them to have it. The thing is, though, you just one match isn't enough. There is this threshold and we don't know what that threshold is, but eventually that threshold will be reached. And so once 20 pictures are hit, then at that point, the cryptographic protections that are built around these "safety vouchers" start taking effect.
