In exchange for the taxes they levied, Rome would build roads and infrastructure throughout these states. This was partially to cement their claim to the land but served a dual purpose of opening up these regions to trade with other areas within the empire. Despite all of this the nation even at its height was not nearly as wealthy as most people assume.
